Electrical supply for Lima endangered in the medium term under current regulatory system
The results of the auction called by Luz del Sur for the supply of electrical energy for the electricity public service were discouraging as the auction was declared partially void, given that offers were received for 46% of the total auctioned (the auction was to cover the demand up to 2010).
It is of public domain that since 2003 the generation companies have not been willing to sign contracts for energy sale with the distribution companies, thus a crisis in the sector arose in 2004, which was palliated by means of Law 28447 in December, 2004. In order to solve the core problem, Law 28832 regulating electricity auctions was promulgated in July this year.
6 bidders participated with the following offers:
| BIDDER |
Maximun power offered |
Energy price in out-of-peak hours (centime of Sol x kilowatt hour). |
| Duke Energy Egenor |
38.30 MW |

| Edegel |

8.62 |
| Electroperú |
297.50 MW |

8.63 |
| Termoselva |
14.17 MW |
8.62 |
| Eléctrica de Piura |

These offers are for the fixed value of power to which 20% of variable power should be added, thus the real offer is for 650 MVV.
The top price fixed by Osinerg for granting the auction was 8.65 centimes of Sol per kilowatt hour, and the bar price (regulated) in force is 8.63 centimes of Sol per kilowatt hour.
